The purpose of this paper is to build a theory about the
process through which individual learning advances organizational
learning. To do this, we must address the role of individual learning
and memory, differentiate between levels of learning, take into account
different organizational types, and specify the transfer medhanism
between individual and organizational learning. This transfer is at the
heart of organizational learning: the process through which individual
learning becomes embedded in an organization's memory and structure.

Individual double-loop learning (IDLL) is traced out in
Figure 7 as the process through which individual learning affects
individual mental models, which in turn affect future learning.
Organizational double-loop learning (ODLL) occurs when individual
mental models become incorporated into the organization through shared
mental models, which can then affect organizational action.

In the OADI-SMM model, individual mental models play a
pivotal role, yet that is precisely an area where we know little and
there is little to observe. One challenge is to find ways to make these
mental models explicit; another is to manage the way these mental
models are transferred into the organizational memory. Clearly, this
involves creating new devices and tools for capturing a wide range of
knowledge.
