Modeling an organizational adaptation problem with COT
We model an organizational adaptation problem as follows. We model an organization and an environment. We define that the organization is an input-output system which resolves tasks to be performed, and a set of agents who are autonomous decision-making subjects. We define the environment as a task generator and an estimater for the organization. As a task generator, the environment generates tasks which the organization should resolve. As an estimator, the environment estimates the result of task resolution performed by the organization. We define this evaluation as the degree of an organizational adaptation; the more the organization performes high value of the evaluation , the more the organization is adaptive to the environment.For realization an organizational adaptation, the organization should increase own ability of the resolution. Since the organization is a set of agents, the previous statement means that agents should increase their ability of decision-making. So we should introduce a kind of learning for the organizational adaptation.
